The rapporteur seeks to ensure a common minimum level of protection including the reversal of the burden of proof in civil race discrimination cases and giving individuals the right to take civil proceedings if they are harassed or victimised on the grounds of race. The Portuguese Presidency is to be congratulated for their readiness to put this matter on the Council’s agenda."@en1
