"Madam President, I would like to speak pursuant to Rule 6, in the first instance, and then, if you permit me, to Rule 7(4)(2), but I shall be brief and to the point. I think that this does, nevertheless, merit one and a half minute’s explanation. I think that you could allow me that much time. In what will, I stress, be purely a point of order on the provisions of our Rules of Procedure, I should like to mention certain matters, which are not related to the crux of the issue, but which are related to the procedure to be followed in this case, which, I am sure you will all agree, is extremely serious. First of all, I would like to refer to Rule 6. Rule 6 incorporates the provisions covering the waiver of parliamentary immunity into our Rules of Procedure. I would simply point out to the House that, in the criminal proceedings that led the French government – wrongly, in my opinion, but that is not the issue here – to withdraw Mr Le Pen’s mandate, in contravention of the French Penal Code, the courts made no request for Mr Le Pen’s immunity to be withdrawn. In my opinion, through its abusive interpretation of the idea of what constitutes a crime, this action is in violation of the protocol on the immunities granted to Parliament and of Rule 6 of our Rules of Procedure, which I invite you to read and note well, ladies and gentlemen. You will see that it is a serious matter. Secondly, Madam President, I would like to remind Mrs Palacio, in particular, although I am sure that she is familiar with them, of the provisions of Rule 7(4)(2). This provision has recently been incorporated into our Rules of Procedure to cover precisely this type of case, following the precedent set by our colleague, Mr Tapie.
