"Mr President, I would like to say something about the Rules of Procedure which I think is very important given that the MEP, when she asked for a quorum, cited that it is her right under the Rules of Procedure. That is correct, even though I do not approve of her behaviour politically. But she has now said something which must be objected to in respect of the Rules of Procedure, namely that we will now see from the numbers how the importance of this vote is to be assessed. I do not consider this acceptable. Under our Rules of Procedure a vote is fully valid if it has materialised in a proper fashion, even if those who requested that the quorum be determined were no longer able to do this because there were no longer enough of them. Even then a vote is fully valid."@en1
