"Mr President, although I am broadly in favour of the Dimitrakopoulos report on the Intergovernmental Conference, I abstained on the final vote. In fact, in the course of one paragraph – paragraph 32 – the scope of which will certainly have escaped the majority of Members, the door has been opened to calling into question the current status of public services in the context of international trade negotiations, especially WTO negotiations, without the agreement of a Member State. This is proposed on the pretext of amending article 133 of the Treaty and, in fact, making it possible to break the principle of the agreement of all the States in establishing the position of the European Union as regards services, investment and intellectual property rights. The rejection of Amendment No 57, which would have removed this ambiguity, therefore leads me to abstain on the text although, I repeat, I support its main thrust as regards the IGC. And I am quite sure the IGC will not retain the current wording of paragraph 32."@en1
