"Doctor Bernard Kouchner has at times referred to the difficulty he has in recruiting staff, not only for the country’s administration but also for the normal structures of economic reconstruction. It is clear that the cost of recruiting staff is high. We consider that this type of question comes within the framework of Doctor Kouchner’s work which, as I have said, is outside the control of the European Union, although we are cooperating on this issue. The Union as such does not therefore have a specific and direct response to this type of question. We are ready to listen to and consider the requests made to us by Doctor Kouchner and to give him any possible answer within the commitments assumed by the European Union with regard to the extremely high costs involved in the region."@en1
