"Mr President, I abstained from the vote on Mr Ferber’s report on the other sections of the 2001 budget because, although it was excellent, it does not focus sufficiently on reducing the costs of the bureaucratic machinery of the European Union, and of the European Parliament, in particular, in addition to that of the Commission. There is too much staff-related expenditure. The European Parliament’s bureaucracy is a steamroller which takes up too great a part of our all too modest economic means, and I have an albeit vague suspicion that this is partly responsible for the sluggishness of the European Union in financial matters as well."@en1
