"The Haug report reveals that there is a serious risk that what happened before will be repeated in the 2001 budgetary procedure. Strict compliance with the Stability Pact requires an approach involving budgetary restriction. This affects the commitment to the European Union’s traditional priorities and, in particular, to basic challenges such as combating unemployment, promoting economic and social cohesion, adequately preparing for enlargement and establishing the policy for cooperation that is so essential. It is imperative that new priorities are given new financial resources. In the current situation, the financing of Kosovo’s reconstruction and the Stability Pact for the Balkans requires a comprehensive review of the financial perspective. Under no circumstances can the approach contained in the report of a cut, albeit fair, in all the budgetary categories be accepted in order to respond to the current requirements. We do not agree with this approach and therefore cannot approve the report."@en1
