lpv:translated text	"Mr President, I wish to say that the debate is important, but I feel there is a certain lassitude and perplexity about it, especially from the answers given by the President-in-Office, whose intentions are clearly good. I think that we can learn something from the concerns expressed on all sides. In the minute I have, let me say that the European Union’s Mediterranean policy lacks strategy, and it lacks a timetable and clear objectives in contrast, if you will, to its policy on Eastern Europe. It would be impossible to summarise the Minister’s answer in five lines, because he referred to all the issues but did not answer the key questions. Secondly, in my opinion, there is a lack of generosity. The European Union is stuck on free trade, despite free trade zones having negative economic and social consequences in those areas. It could, on the other hand, be adopting direct, specific and effective measures on issues such as debt or technology transfer, where we see hesitancy and a lack of effectiveness. The third point is that in my opinion the European Union has no autonomy. We see this in the Middle East vis-à-vis the USA and on a broader scale, too."@en1
