"As I said, Mrs Kratsa-Tsagaropoulou, we are not in control of the procedure for drawing up the Charter of Fundamental Rights. This procedure falls within the competence of the members of the group, and the matter will only be submitted to the Council if and when consensus is reached on the terms of this charter. I would nevertheless like to say, with regard to the rights of the child, that we consider this to be an extremely topical issue, particularly for the Council of Europe and in view of the existence of a set of relevant international texts to which we have signed up. This matter should form part of the Charter of Fundamental Rights. This will certainly be the guideline that my government for one will advocate for the Charter of Fundamental Rights. Furthermore, we will see if we can do this for a range of other proposals that we have on this issue. I do not know whether these proposals will meet with a favourable reception or not. I presume, however, that this is not a particularly controversial matter and we think that it would simply involve bringing together the currently agreed corpus of rights, which even the most elementary justice would suggest should be included in the charter and be shared by the Union as a whole."@en1
