In cooperation with Europe, the international community rebuilt the hospital there too, but it is located in the northern part of the city, thus prohibiting access to Albanian Kosovars. This means that medical aid is still denied to the Albanian Kosovars. This is also happening elsewhere in the country, causing tension between the Albanian Kosovars and Serbs, making for a situation where nobody trusts anybody anymore and where Albanians do not want to be looked after by Serbs and vice versa. I understand very well what you are saying and you are right: the European Union should work in a wider context of international cooperation. But where will you place the emphasis?
