Yet, the sum of EUR 378 million you mentioned had been given in 1999, was proved by the facts to be quite insufficient to create even rudimentary civilised conditions in Kosovo, especially where the provision of health services is concerned. Mr President-in-Office, do you not think that the very fact of increased child mortality is an abomination for the continent of Europe, a shameful thing, which should motivate us all, so that the aid we provide becomes more effective and more generous? Of course, the situation was not idyllic, even before the bombardments, anything but, I should say. However, since NATO’s intervention, there has been a very clear deterioration in the natural and human environment. So, Mr President-in-Office of the Council, is it not a moral obligation that we should try to create civilised conditions for the long-suffering inhabitants of Kosovo, and above all, keep our promises to them?"@en1
