"The Danish Social Democrats in the European Parliament have voted today in favour of the report by our Swedish Social Democratic colleague, Jan Andersson, on the Commission’s communication concerning a coordinated strategy for modernising social security. The starting point for the Commission’s communication is the implementation of EMU which, with its demand for stability and growth, creates the basis for the Member States’ being able to maintain their social security arrangements. The report states that modernisation does not mean a reduction in the level of social protection but, rather, better use of available resources. We also notice that, according to the explanatory statement, modernisation does not mean harmonisation of social security arrangements, either, and that harmonisation might be downright damaging as it might place greater demands on weaker Member States at the same time that competitive considerations might exert pressure on others to cut back. No-one would benefit from this situation. Both in the communication from the Commission and in the report by Mr Andersson, it is emphasised that it is the Member States which have responsibility for and, therefore, also determine the content of, social security arrangements. Cooperation on these matters within the framework of the EU should create added value, based on the exchange of experiences and the reciprocal evaluation of the way in which policies are developing, the aim being to define best practice."@en1
