"Mr President, rural development has been identified by this Parliament and the Commission as a priority policy area, and I would like to welcome here today the Commissioner responsible, Commissioner Fischler. Our response to rural decline has come late in the day, but I suppose better late than never. Family farming is now recognised as central to the European agricultural model and is an objective to be addressed, certainly within the time-scale of Agenda 2000. In my view the next five years will decide the future of thousands of marginal family farms. It behoves all of us to do everything possible to ensure their survival. As the Commissioner knows, farming alone will not be sufficient to ensure the sustainability of rural communities. For this reason we need the coordination of all policy areas capable of impacting positively on rural development. In this regard LEADER has established itself as an effective development initiative. It provides the opportunity for local communities to identify their development potential and become actively involved in addressing those problems. The voluntary participation of people in development programmes is something that is not always fully appreciated. Yet, through LEADER, there can be no doubting its effectiveness as an integral part of broader EU and national policy. In conclusion, while welcoming Commission approval for LEADER+, I am concerned about the time delay between the ending of LEADER II and the commencement of the new programme. I urge you to look seriously at this problem. A break in continuity will have serious consequences for the programme and certainly a disruptive effect on voluntary and professional workers."@en1
