"Mr President, I want to make one fundamental point on the Cunha report. I have some sympathy with the political position that our nationalist colleagues put forward this morning with respect to paragraph 6, but in terms of dealing with it they took the wrong approach. It is not appropriate and we voted not to send the report back to committee. Nor do we support the notion that paragraph 6 is inadmissible. The best approach is to vote on the report and to follow the political logic. I have tabled an amendment which substitutes "temporary removal of quotas" for the suggestion in paragraph 6 that it should be "permanent" if Member States do not comply with the regime. If that amendment or anything similar is carried we will be supporting the report. If it is not, then we will be opposing it. Such an amendment will put pressure on governments to obey the law without condemning the principle of relative stability which, as we are all so well aware, has been the basis of the common fisheries policy since 1983. This is the best approach, the one we are going to follow, and we hope that the other political groups will allow the report to go through with the necessary amendments."@en1
