In the preamble, it says that we are voting on this measure because we need to restore the confidence of the European citizens in the process of European integration. It is therefore right for fraud to be eradicated and for us to have a Commission regulation that prevents us lapsing back into situations which, as I said earlier, give rise to the same old black sheep.
