"Mr President, I would like to emphasise some issues which, in my opinion, should be addressed much more positively in the programme of the Portuguese Presidency. We need to reconcile the Union’s enlargement with the institutional reforms that will guarantee Europe’s political role, as requested by Parliament at the IGC. Europe has the single market and the single currency at its disposal. Nevertheless, it is right to address unemployment more vigorously and again put forward the objective of harmonising tax and social policies, which are fundamental elements of social cohesion. We must strengthen competitiveness in an increasingly globalised economy that must rise to the growing challenge of the IT revolution. We need new strategies for research, innovation and training. The document adopted by the Commission yesterday has opened a crucial debate on these matters. The enlargement of the Union, which is mainly towards the east, is a real prospect for every European country. Nevertheless, I agree with the Portuguese Presidency that this political priority must not diminish our interest in the Mediterranean, since peace and development there will have a direct influence on Europe’s future."@en1
