"Mr President, with regard to the Portuguese Presidency’s ambitious six-month programme, I would like to raise two issues which I regard as fundamental: economic cooperation with the Mediterranean countries and the promotion and sustainability of employment.
In November, this Parliament adopted a resolution which defended ever closer cooperative relationships between Morocco and the European Union, within the framework of the Association Agreement. There could be no justification for a reduction in cooperation, in terms of fishing. The fishing sector is a very sensitive sector. The
disaster has just demonstrated this. Portugal’s maritime tradition and her excellent relations with Morocco should be used during this six-month period to promote the negotiations on the new fisheries agreement, which are currently at a standstill. The fishing industry is concentrated in the most under-privileged regions of Europe and it needs this agreement urgently. We need a progressive economic, social and territorial policy so that the benefits derived from the current economic boom are not directed to the most buoyant industrial sectors.
The Portuguese Presidency needs to be decisive and courageous in confronting this challenge."@en1
