"Mr President, Mr President-in-Office of the Council, Commissioner Patten, I still have an excellent recollection of the last Portuguese Presidency in 1992. It set standards, and I and all of us here, Mr President, hope that your presidency will be equally successful. You have presented a large, ambitious programme. I should like to refer to a foreign and security policy aspect. I have some questions to ask and I would be grateful if you could give me a detailed position on these questions.
First, Turkey. I supported candidate status for Turkey from the beginning and I welcome the result from Helsinki. Will the presidency now support this candidate by drawing up a list of measures and a timetable and allowing it to be included in negotiations on the same footing as the other twelve candidates? Is the presidency prepared to take an initiative to solve the Kurdish question – I am following on here from Mr Poettering, who referred earlier to the Kurdish question – for example, by supporting a conference such as the Madrid conference for the Near East?
On the common security policy: Cologne and Helsinki raised our hopes in this regard. Now specific action needs to be taken. It must be action which can be accepted by all EU Member States, including those which do not belong to NATO. I have the feeling, Mr Gama, that you are orientated towards NATO and are wondering how we can create a structure which fits in with NATO. But that is not the issue. First we need a European structure; then we can ensure that it is compatible with NATO."@en1
