"Mr President, just before I went down into the Chamber, I received an e-mail with a quite emotional description from a Swedish woman who had chosen to spend New Year’s Eve on the French coast in Brittany instead of staying at home and celebrating with her relatives. Like many other hundreds of volunteers, she had seen the destruction, washed birds and cleaned up after the people responsible who were not to be found on the coast on those evenings and nights when they really should have been required to be there. Like so many others, I too wonder where the people responsible are. Where are the shipowners and those who order the shipments when these disasters occur? Perhaps it might be time for us to begin to consider establishing a common environmental authority which could deal with this type of crime. This is not the first time we have seen oil slicks, whether intentional or unintentional."@en1
