If I can now add something to my previous replies, I might say that one reason for delayed flights is obviously that, with the present system, an aircraft is cleared for take-off only after making sure it can land at the destination airport. This is obviously annoying for the passengers sitting on board the aircraft or waiting at the airport for the aircraft to be cleared for take-off but, on the other hand, this procedure is more environment-friendly than having the planes take off on time and not being able to land when they get to their destination."@en1
