"Mr President, the point of order I am making is based on Rules 142 and 180 of the Rules of Procedure. As President, I believe you have the right to interpret the Rules of Procedure, but certainly not to contravene them, yet your decisions must be complied with. However, I have not found any Rule that says that it is the House that can decide to derogate from a Rule in the Rules of Procedure. You asked for a vote on the failure to comply with the deadlines and this procedure is not provided for in the Rules of Procedure."@en1
