"Ladies and gentlemen, the Court of First Instance of the European Communities gave a ruling on 25 November which, in the action brought by Mr Martinez and Mr De Gaulle against the European Parliament, closes for the time being the interim proceedings started by these Members. In this ruling, the President of the court ordered that the Act of the European Parliament of 14 September 1999 adopting the interpretation proposed by the Committee on Constitutional Affairs of Rule 29 of Parliament’s Rules of Procedure should be set aside. The effect of this order is that the mixed Technical Group of Independent Members is permitted to exist and is acknowledged as a political group in every respect. With regard to parliamentary activity, the TDI Group shall immediately enjoy all rights accorded by the Rules of Procedure to duly constituted political groups. With regard to finance and administration, this group has the right to sufficient staffing to enable it to function and to the appropriations allocated to political groups according to the current scale. At its meeting this morning, the Bureau of the European Parliament took the necessary steps to ensure that the provisions of the aforementioned order are correctly applied. It is quite clear that these provisions are of a provisional nature pending the final judgement of the Court of First Instance on this case. The Bureau has also decided to ask the Committee on Legal Affairs and the Internal Market whether an appeal should be lodged with the Court of Justice against the order."@en1
