"Mr President, I would like to take the floor regarding the Giannakou-Koutsikou report, in order to remind you that yesterday the Presidency was informed that that this debate would be opened contrary to the provisions of Rule 115 of the Rules of Procedure. I am only saying this so that it will be recorded in the Minutes. This Presidency does not know what to do with these Rules of Procedure any more. I hope that, at least in the future, some sort of order can be re-established; if this is not the case, then tell us clearly that Parliament’s work is in the hands of the Presidency and not the Rules of Procedure. In any case, the fact remains that the debate and the vote have taken place contrary to Rule 115 of the Rules of Procedure, in that the last French version was distributed at 9.52 p.m. on Wednesday, and we opened the debate well before the 24 hours had passed."@en1
