". The Convention on the Rights of the Child represents the most successful Convention in international law, with signatories in all countries of the world except Somalia and the USA. The aims of the Convention account for the unprecedented international reaction: measures to be implemented in international law to protect the rights of the most innocent, most vulnerable of the world's citizens. The draft resolution which we have voted today seeks to ensure that the elements enshrined within this convention are protected in other legal bases and frameworks. In doing this, we are seeking to be a voice for the voiceless, and protect those who are unable to protect themselves. Children must be protected by those who have their interests at heart. We must emphasise, therefore, the role of the family in safeguarding children, especially parents. The state, in its attempt to provide a legal basis for the protection and treatment of children must bow to the pre-eminent right which parents have in protecting, raising and safeguarding their children. We must ensure that the family, to quote the Convention on the Rights of the Child, is 'afforded the necessary protection and assistance so that it can fully assume its responsibilities within the community'."@en1
