The EDF mechanism no longer seems to be able to meet the needs expressed by the OCT authorities. The main criticisms voiced are that they do not receive sufficient funding compared with the ACP countries, and that the procedures are excessively bureaucratic and totally untailored to local structures. Parliament had called specifically for the establishment of a European Development Fund for the OCTs (OCTDF) in its resolution of 11 February 1999.
