Speaking in Strasbourg in July as a representative of the country currently holding the Presidency of the Council, Finland=s Foreign Minister stated one of Finland=s objectives as being to ensure that the Union had a common will, a common policy and a common voice. On this basis a policy is being developed within the Council which will increase the federalisation of the EU: common decision-making bodies in which supranational decisions are taken. What is the Council=s position on a federalism which would compel countries to surrender their right of veto and qualified-majority requirements in order to facilitate supranational decision making?"@en1
