I am aware of the fact that this matter falls within the Member States’ area of responsibility, but we nonetheless know that it is a shared problem which is not just a question of methods of treatment in general but precisely about the combination of substance abuse and mental illnesses. I know that the Finnish presidency has had mental health as one of a number of topics in its programme. I am therefore wondering now whether one might contemplate opening the doors to more explicit cooperation in connection with the problematic situation in which many people are diagnosed as having a combination of substance abuse and mental health problems."@en1
