"Mr President, we have had an excellent debate on this matter here in Parliament. In my opinion, Parliament’s concern is the right message the Union has to send out. All of us, the Commission, the Council and Parliament agree on this situation. It is important that we all send Russia a signal, and a clear one at that, that violence perpetrated against the civilian population must stop, that talks with legally elected representatives in Chechnya must commence, that humanitarian aid is needed, and that its access to the region must be allowed, with the OSCE having the main role to play in finding a solution to the crisis. I can assure you that the Presidency of the Council will act with determination to achieve these aims. At the same time I wish Commissioner Patten success in the talks at Istanbul."@en1
