"If we decide on a directive to protect the environment against eutrophication, if we see that this is a very serious problem and that it is a growing problem, we have to take action. We have decided on a directive and the directive should be implemented. There are, of course, problems which were foreseen nine years ago when the directive was decided. It has been a very slow process in some countries and much faster in others. But the Dutch Government has to take measures to implement this directive, and that is what it is all about. It is really important to realise that you cannot pick and choose what you like but you have to implement the directive. Now we see that things are moving thanks to the legal instruments available to us and we just have to continue, because otherwise we will see much bigger problems of eutrophication."@en1
