"Mr President, I would like to state that I have voted against the referral back to Committee of the Napolitano report and in favour of the inclusion in the Rules of Procedure of the Annex which appears in the said report. I have done so firstly for basic reasons of coherence because, when the text of the Annex was signed by me in the name of this Parliament, I did so in accordance with the mandate of the competent bodies of this Parliament. Today’s vote seems serious to me because it entails the discrediting, not of me personally, which would not matter, but of the bodies of Parliament itself during the last legislature. Secondly, because I cannot see anywhere, and nor did we see it at the time nor since, these supposed legal irregularities which would give rise to the rejection of the text. Thirdly, for political reasons. It seems to me to be a serious political error that, if the Council and the Commission have established a system through which its own members, the Commissioners, Ministers and Heads of State of the Member States, can be investigated in the event of irregularities, we MEPs cannot also be investigated. For these reasons, I have voted in favour of the Napolitano report and against its referral back to Committee."@en1
