However, my question to the Council is: does the Council not believe that the European Institutions themselves have a duty to lead by example on the issue of equality, and is it happy about the existing staff quality of the Institutions? Even though Mr Prodi has initiated some reforms, it seems to me that women are still very much under-represented in the hierarchy of both the Council, the Commission and, to be honest, this institution as well."@en1
