On a number of occasions, the European Parliament has called for the EU to promote an initiative within the UN aimed at establishing a universal moratorium on capital punishment. In this connection, on the initiative of the Council or of Member States, the UN Commission on Human Rights has, over the last three years, adopted resolutions calling for the universal abolition of the death penalty. Does the current Council Presidency believe (as the European Parliament does) that the conditions are now such that a majority of the members of the UN General Assembly will this year call for the establishment of a universal moratorium on capital punishment? If so, has it already moved to include such an item on the agenda for this autumn's General Assembly? If not, is it intending to do so during the next few days, by means of some other procedure?"@en1
