It has to be said that it is difficult to predict what would happen in a situation like that. There are no legal requirements to the effect that Member States need to take measures if anything like that should happen. However, we clearly inhabit a Union characterised by solidarity. If any Member State were to be attacked by a non-EU country, we should obviously have to show solidarity in some way. Precisely with what means, it is very difficult indeed to predict. Clearly, situations such as the ones you describe and which we hope will never arise can end up having to be dealt with in different ways. I hope, however, that we shall never find ourselves in a situation such as is described in the question."@en1
