I voted to approve the Accession Treaties only under protest and out of solidarity with my future colleagues.
Despite the Commission's warnings and reproaches during the course of the negotiations, the Council has insisted on committing what is without doubt a breach of the law.
The Council's controversial retention of Annex XV in the Accession Treaty and consequent wholly unilateral alteration of the 2004-2006 financial framework amounts to a breach of the Interinstitutional Agreement of 6 May 1999 between the European Parliament and the Council.
By doing this, it has trodden Parliament's budgetary rights underfoot. At the same time, it has forced upon Parliament the choice between fighting for its rights and approving the enlargement treaties. Such behaviour by the Council puts an end to our loyal cooperation with it."@en | 10 |

La ratificación del Tratado de Marrakech es un paso esencial para garantizar que casi 30 millones de personas ciegas, con discapacidad visual o con otras dificultades puedan acceder al texto impreso y tengan garantizado el acceso a la cultura. Se estima que menos del 5% de los libros publicados en Europa están disponibles en formato accesible para personas ciegas o deficientes visuales, además los libros disponibles no pueden compartirse a ambos lados de las fronteras en Europa y en el resto del mundo donde menos del 1% de los libros publicados están disponibles para personas ciegas o deficientes visuales. Una carencia que priva además a estas personas del acceso a la literatura en su lengua materna y extranjera y limita su derecho a la educación, la información y la participación social."@en | 8 |
"The June Movement opposes the EU’s massive agricultural aid, which discriminates against the developing countries, the new EU countries, the environment and ecological interests.
The consumer pays twice: he or she pays via tax for the aid and then pays the artificially high prices for everyday goods.
Even if extensive farming and ecological interests were to go and be given slightly better conditions, it would still be unfair to third countries, the new EU countries and EU citizens.
The June Movement wishes to see the aid completely done away with and is unable to support a redistribution of the aid whereby new areas are brought under the umbrella of aid arrangements of one kind or another.

El informe hace menciones a las causas de la pobreza, precariedad y exclusión social de las mujeres. Las mujeres siguen estando más afectadas que los hombres por la crisis económica y están más expuesta a la posibilidad de sufrir exclusión social, siendo los índices de pobreza significativamente más elevados en los casos de las mujeres. La brecha salarial y de las pensiones, el techo de cristal, la falta de políticas para la conciliación, así como la inexistencia de permisos parentales iguales e intransferibles son algunos de los motivos de dicha desigualdad. Este informe contiene varios aspectos que hacen determinante nuestro voto a favor, como la necesidad de garantizar los servicios públicos, educación y seguridad social para luchar contra la pobreza, la necesidad de promover la conciliación para evitar los contratos precarios y "atípicos", la defensa de la independencia económica de las mujeres luchando por la igualdad en los salarios y pensiones, reforzar los permisos por maternidad y paternidad y la lucha contra la violencia de género."@en | 5 |

I did not sign the draft joint resolution, tabled by several political groups, on a global moratorium on the death penalty, nor do I intend to vote in its favour.
I fully endorse the undertakings Poland entered into under international law on joining the Council of Europe and the European Union, but I do not consider that the abolition of the death penalty in other parts of the world is a solution to the problem of violence and brutality.
I believe it is right to condemn the abuse of capital punishment and its barbaric implementation, as was the case at the execution of Saddam Hussein and of Barzan Ibrahim al-Tikriti.
Nonetheless, the total abolition of the death penalty for criminals, terrorists and bloodthirsty dictators in the most unstable and violent parts of the world is an irresponsible, nonsensical and harmful proposal.
As it seeks to achieve the introduction of this global moratorium, the European Union is unable to offer countries ravaged by violence any significant aid in the area of public security. Consequently, the Italian Government’s initiative, which is to receive the European Union’s support today, may also be deemed hypocritical."@en | 3 |

In overall terms, the German Free Democratic Party (FDP) in the European Parliament supports the waste disposal directive. However, the subject of photovoltaic modules remains a problem. There is no understandable reason for excluding the entire sector from the regulations. We have a wide range of legislation governing waste streams. Therefore, it is not clear why a complete industry, which is expected to produce significant waste streams, is being exempted. I am relieved that this 67-day-old protest has ended before any human lives were lost.
As you know, I wrote to the Turkish Justice Minister urging him to listen to the hunger strikers’ demands. I am delighted that the Turkish Government has acceded to the strikers’ demand that use of the Kurdish language be permitted in schools and in the courts. Therefore it has acceded at least to some of the demands made of it, and has introduced a bill on use of the Kurdish language in court proceedings before parliament. That is an important step, with regard to us too, because the European Parliament has long been voicing that same demand.
Ladies and gentlemen, like all of you, I am sure, I was greatly saddened to hear of the deaths of Palestinian and Israeli civilians. On behalf of this House, I expressly deplore the escalation of violence between Hamas and Israel. I emphatically urge both sides to eschew violence and exercise the utmost restraint in order to prevent further escalation and more deaths.
It is always the civilians on both sides who pay the highest price for this vicious circle of aggression and recrimination. The European Parliament supports all diplomatic efforts to secure an immediate ceasefire. As an additional point, I would like to thank you for the memorandum you sent to me and to the prime ministers, chancellors and presidents of the EU Member States. This memorandum sets out a vision of measures to be taken in the Western Balkans, and I believe that this vision is very important. I would also like to make one very important comment to the House: Mr Orbán referred to the Western Balkans as representing the conclusion of Europe’s reunification. There was a reunification back in 2004, and now we must complete this process. Prime Minister Orbán also very briefly outlined the situation in the individual countries, and presented a strategic programme which should guide our actions. I would like to add that the European Parliament has always been in favour of enlarging the European Union to include the Western Balkans, although they must of course meet the criteria first. The most important point for us is that these criteria are met, and I am sure we agree on this, Prime Minister Orbán.

This report provides tools to do just that, and I welcome many of the new provisions. The main reason why I could not support this report is because it also introduces provisions which allow for access to certain Internet web sites to be blocked. I wholeheartedly agree that the mass dissemination of images of abuse through the Internet must be stopped; however, this can only be achieved through the removal at source of such material. However, if we want to allow blocking as a complementary measure, we must ensure that the conditions and safeguards for blocking are stringent and in conformity with our fundamental rights. This is particularly important as such provisions are being introduced in EU legislation for the very first time, and therefore set a precedent. However, the current provisions fall short of these standards because they are not stringent enough and may, therefore, pave the way for restricting internet users on a wider scale, thus leading to the censorship of the Internet on the basis of intellectual property rights breaches or other minor offences."@en | 1 |

First of all the signing of the EU Charter of Fundamental Rights on Wednesday in the European Parliament in Strasbourg, followed by the signing of the Reform Treaty on Thursday in Lisbon and finally the Summit on Friday in Brussels. I must say, President-in-Office, Mr Sócrates, that the ceremonial signing of the Treaty at the Hieronymus Monastery in Lisbon was a very beautiful, symbolic expression of our many common interests. The terrorist attacks in Madrid on 11 March 2004 –four years ago today – and in London on 7 July 2005 claimed many victims and left many families torn apart by the barbarities of terrorism.
Just last Friday, the terrorist organisation ETA assassinated again. Isaías Carrasco, a former Socialist councillor, was shot when he left his home in Mondragón. I wish to express our deepest condolences to all his family.
As President of the European Parliament and on my own behalf, I should like to reassure you that the victims of terrorism – wherever they are in the world – will never be erased from our memories. Today, we shall commemorate Isaías Carrasco and all the victims of terrorism, in order to assure the victims of the madness of terrorist attacks of our respect and our sympathy. They are and will always remain present in our hearts and in our work. Sympathy for and solidarity with all the families of the victims is a duty for all of us.
The European Parliament is actively involved in the fight against terrorism and in supporting the victims of terrorist attacks. I cannot repeat often enough that there is absolutely no justification for terrorism. We must therefore take a united approach in this fight on the basis of the rule of law and with all the force of the law.

The directive and the regulations are aimed at protecting EU investors and the European Union’s financial system, and at increasing consumer rights guarantees and ensuring better supervision. These acts are aimed at stabilising the financial markets. We are thereby fulfilling the predictions, but the legislation we are signing was drawn up by Parliament in the previous term. "− Yes, Mr Konrad, of course you have every right and we take note of your protest. However, you belong to a very responsible group in this House and you will understand that what cannot happen is that individual Members have more time than the groups. The groups have a statutory responsibility to participate in the debates.
The Bureau took this decision unanimously. I consider this to be a common-sense decision, precisely to prevent Members who have not been put forward by their group – because the group does not want them to speak at that time – from speaking afterwards. That is why the time has been restricted: five minutes for five speeches, in order from the largest group to the smallest, while also making sure that not all the speakers are the same nationality.
That is what was decided. Of course, this rule can be changed. If the Conference of Presidents proposes a change in the procedure to the Bureau, the Bureau will consider it with all due care.
