lpv:spoken text	"I decided to support this report due to the fact that the EU and its Member States have a crucial role to play in promoting the shared values and principles of the UN, as well as the goals of the UN, through the external action of the European Union. The EU is committed to actively supporting a comprehensive reform of the UN system in order to strengthen its legitimacy, its regional representation and its transparency, accountability and effectiveness. It is important to improve preventive and early-warning tools and enhanced UN mediation capabilities, with coherent and achievable mandates for peacebuilding and peacekeeping operations."@en1
