There is no doubt that in non-democratic states there will be great corruption and people will try to hang on to power at all costs. But even in democratic states there can also be a certain amount of corruption: indeed, we have seen that in our own country and it has caused some of our present difficulties.
Nevertheless, regarding third countries, we pride ourselves on the aid we give to them, although in many cases there are not enough checks and balances in relation to the way that the money is spent. As my colleague Ms Záborská said, up to a third of it can be stolen. So we must be very careful to monitor this properly in the future."@en1
