"Mr President, yet again this Parliament is being presented with accounts which are, in the words of the Court of Auditors, ‘materially effected by error’, and we are being asked to discharge them. This is unacceptable, so I have voted against granting discharge to the Body of European Regulators for Electronic Communications until all the irregularities are corrected and a positive statement of assurance is issued by the Court of Auditors. Every time we discharge accounts which are ‘materially affected by error’, we show that we are not serious about reducing those errors. Sometimes the errors are innocent mistakes, sometimes they are wasteful spending and sometimes they are fraudulent. They are all bad for the taxpayer. The Conservative Party wants to reform this system, protect the taxpayer and change the image of spending by the EU for the better."@en1
