"Mr President, I want to compliment the rapporteur on her report, much of which I would agree with. Specifically, her remarks on quality of spend and budgetary control and rigour are most welcome.
I suggest the priorities for her work should be looking at the creation of jobs, growth and competitiveness, but I would also urge her to look very carefully at cost control under Heading 5. I wish to say also that I share her views on the danger of carrying forward major liabilities from one year to the next as we have done in 2012-2013. It should be a priority for this House to say that we urgently need to put in place the necessary control procedures to ensure that the ‘RALs’ problem, which has been an ongoing problem from year to year, does not happen again.
Where I cannot agree with the rapporteur is on the whole question of own resources. It seems to me that the competence for revenue is a matter for the Council, not for Parliament, and frankly, unless or until we align the duration of the Multiannual Financial Framework with the electoral mandate of this House, we shall have no democratic empowerment to raise taxes."@en1
