"Mr President, I too would like to welcome my good friend and colleague Minister Creighton here today and I think you will find that she will be a very strong, knowledgeable, pro-European and effective Council Minister. Also I would like to thank the Cyprus Presidency for bringing this proposal to a conclusion within 12 months, and particularly Commissioner Barnier, whom my colleagues have said has done tremendous work.
Regarding the dossier itself, I say ‘Alleluia, alleluia, rejoice and be glad’, because the oppressed is turning on the oppressor. We have allowed the credit rating agencies to oppress our peoples and our governments for too long. Thankfully these proposals are beginning to rein them in. Not before time. I particularly welcome proposals regarding vested interests, reducing reliance on ratings and limiting their ratings of sovereigns to three times a year, and also civil liberty proposals. All great things, not before time, but a great day for European citizens and indeed for politics, because we are now doing what we have been elected to do: to rule and not be ruled by others."@en1
