"Mr President, we find ourselves in a curious situation, to say the least. Here we have a matter of exceptional importance to expedite, a positive matter, but are prevented from doing so by an interinstitutional dispute. That is unthinkable, indeed scandalous. I am convinced that today’s debate is a powerful and heated appeal to the European Council to stop fooling around and to take the predicament of many children and parents seriously. If I were a proponent of the conspiracy theory of history, I would say the Council is deliberately exploiting a dispute with Parliament in order to block resolution of this important matter. Worse still, the Council, carried away by ambition, is bent on proving that it is right. The legal services of the European Parliament have stated unambiguously that, in matters of international child abduction, the European Union has exclusive competence. Therefore, in accordance with the Treaties, the Council should deal with this matter rapidly, together with the European Parliament, by the consent procedure. We know very well how difficult it is to persuade certain countries to accede to the Hague Convention, because it is not easy for them. That is not a process that occurs very quickly, but it is terribly important. I therefore ask all who have influence in the matter not to block the resolution of such an extraordinarily important issue, but to allow States which have decided to accede to this international agreement on the protection of children and children’s rights to accede to an agreement permitting the introduction of greater legal order in the difficult and complicated situation concerning the international abduction of children. I am deeply convinced that we shall quickly reach agreement, for otherwise we shall all have made ourselves a laughing stock. That is not something I want to see. We, the European Parliament, call on the Council to end this dispute and proceed to a purposeful, substantive resolution of the problem in accordance with the Treaties. Thank you very much."@en1
