"We would agree with some of the report’s ‘calls for attention’: insufficient health funding; the failure of a substantial proportion of the Fisheries Agreements, in particular the poor results obtained in the fields of scientific and technological cooperation and sustainable development of the sector; the importance of policies promoting equality between men and women; and recognition of the right of each country to define by democratic means its own policies, priorities and strategies. However, the report omits or undervalues aspects we believe are essential when addressing policy coherence for development, chiefly: the ‘brain drain’ issue; the continued existence of tax havens and the flight of capital and economic crime; the question of access to raw materials from developing countries with no regard for local development and poverty eradication goals."@en1
