I should like to urge you to direct it to the Council of Heads of State and Government at the next summit, because I believe that it is they whom you need to persuade. The European Parliament will be standing by you, insofar as you proceed in the direction which you have described to us.
I should like to focus on one point. You quite rightly said that change and reform are needed in Europe and that the European social model should be reviewed, not abandoned. What exactly do we mean when we speak of reform? Are we setting as our top priority reforms that serve our vision, in other words reforms that promote social justice, growth and the functioning of the single market, such as the reform of tax systems, combating tax evasion and the liberalisation of the markets, or are we setting as our priority reforms that undermine our vision, such as full deregulation of the labour market, the abolition of collective bargaining and the role of the social partners? We must decide what sort of reforms we want to support."@en1
