"The main benefit is Russia’s pledge that export duties shall not be established or increased for these raw materials. In the event that Russia would like to do so, it must consult the Commission at least two months in advance. At the same time, the EP report contains also some criticism of the agreement. Firstly, Russia only commits to ‘make its best efforts’ and to ‘consult’ the Commission. Such wording is not binding enough. Secondly, no bilateral dispute-settlement mechanism is foreseen in the agreement. Therefore, the agreement should be seen as a temporary solution. A more legally binding agreement must be concluded; it must be included in the new Partnership and Cooperation Agreement between Russia and the EU. Although the agreement does not fully eliminate the possibility of unpredictable behaviour from Russian partners, it is an important guarantee that economic relationships with Russia will become more stable and predictable. As the EP rapporteur, I urged my colleagues to support the agreement and myself voted in its favour. I believe it is a positive temporary solution until a more legally binding agreement is concluded."@en1
