"In order to prevent EU legislation from becoming too complicated and technical, the Treaty of Lisbon modernised the system for delegating certain powers to the Commission in the case of minor legislative changes. That enables us to avoid revising a text entirely by going through the whole legislative process. Amendments may be needed in order to take account of scientific or technical advances, a new fact, or to adapt quantitative data. Here we are talking about organic production and the labelling of organic products. As the rapporteur points out, delegated acts will ‘better take account of the expectations of consumers regarding the quality of organic products and ensure the adequate application of rules by the authorities, bodies and operators concerned and the proper functioning of the single market and trade’."@en1
