The changes mostly affect farmers whose land is not eligible to receive area payments. The new proposal includes changes in terms of alignment and also simplifies the regulation. Although it is hard to predict how many farmers will be affected by this change, we can presume that it will not be very many, if we bear in mind the increasingly marked tendency to move away from payments per animal and towards area payments.
