I voted in favour of the resolution on the proposal because the existing body of legislation is thus aligned with this new legal reality. One of the first proposals is the alignment of the present proposal for a regulation amending Council Regulation (EC) No 73/2009 establishing common rules for direct support schemes for farmers under the common agricultural policy and establishing certain support schemes for farmers. The proposal contains modifications in terms of alignment, but also provides for the simplification of Regulation 73/2009. The proposal also includes a number of provisions aimed at simplifying the current legislative environment and easing the administrative burden for Member States. These amendments concern cross compliance, as well as the possibility for Member States to exempt farmers not applying for area-related payments and declaring only small areas (less than 1 hectare) from the requirement of an area declaration. They will mainly concern livestock producers without any eligible land to apply for area-related payments. It is judged that the number of farmers who could be affected is difficult to predict, but it can be assumed that it will be limited, bearing in mind the continued decoupling of livestock payments and transfer to area-related payments. This amendment represents a cut in the administrative burden for certain Member States. It should help achieve better legal clarity and certainty."@en1
