"Mr President, a lot of our citizens have approached me with regard to ACTA. I told them that I would look into any outstanding issues in detail and then decide. After all that I have seen and heard, I do not see sufficient grounds to support ACTA. To me, it simply is not clear enough. However, that does not mean that I am not aware of the issues of piracy and counterfeiting, which must be effectively resolved in another way. The problem, as I see it, is that ACTA does not address the key sources of unfairness. I do not consider piracy and counterfeiting freedom of the Internet. We need to address this issue differently. We also need to agree on what falls within freedom of the Internet and what does not. I know what the Treaty of Lisbon says, but I think that it would nevertheless be good or useful if Parliament, which also has very close links with civil society, was consulted on such important matters at an earlier stage."@en1
