"Mr President, it is said that there are two certainties in life: death and taxes. While death comes to all mortals, it seems that tax is evaded by some – especially financial institutions – while political leaders cannot agree how to tax them. There is an element here of Nero fiddling while Rome burns. The financial institutions are gaining, while politicians dither. The key element for the European Union is to bring pressure on the G20 to introduce this tax on a global scale, so that no country will gain at the expense of another. Failing that, the only other option is to introduce the tax on a Europe-wide, 27-State basis. We should look at that as a pilot project, maybe for two or three years, to see if the forecasts of flight of finance and transaction relocation really transpire. I have my doubts, because of the small amounts involved – 0.1% or 0.01%."@en1
