"Mr President, I am also of the opinion that we should support the process of democratisation in Burma, by gradually – and I would like to emphasise the word ‘gradually’ – removing sanctions. It is true that there are some sanctions which only affect the civilian population and these must be abolished as quickly as possible. We must also support positive developments. On the other hand, we must acknowledge that sanctions are not a bad thing in and of themselves. Burma would not have reached the position it is in today without certain sanctions and the awarding of the Sakharov Prize by the European Parliament. We need to make one thing absolutely clear. This is not just about the civilian population. There are companies which have been trading in raw materials during the worst period of the dictatorship and this has undermined our policy in Burma. Therefore, we need a balance between the two things: economic common sense and cooperation, on the one hand, and a clear human rights policy, on the other."@en1
