"Water is a precious but rare commodity. It is, however, the source of all life. We must fight to preserve it for the benefit of future generations. I would like to commend the initiative taken by France to host this world forum. For dialogue must of course be opened at global level. Only by giving states greater responsibility for their day-to-day water management will we be able to avoid a catastrophe that would cost us dearly. That is why I am voting in favour of this text. However, aside from preservation, I would like to specify that water supply is another major problem. It is the cause of many diplomatic tensions, territorial disputes and unfortunately sometimes even armed conflicts. Water must be given the same recognition in the collective consciousness as climate change. Of that I am sure."@en1
